I have probably had a look at most of the available settings in the OS, but I am not aware of a specific cause for this. What is weird though is that a Windows update ran yesterday evening and fixed all these issues. Right after I finally tried to get an answer to what’s happening, haha I did the same thing to fix the issue: Uninstalled Tech Utilities, uninstalled Cumulative Update KB, reinstalled the update and now the Action Center and Start windows open normally.
